All eBay Express listings must have a picture for your listing to meet the listing criteria, but it does not have to be a gallery photo. This can be any type of picture as long as it is hosted by eBay Picture Services OR if you're using another photo hosting, you must specify the Picture Web address of the photo on the listing form.
